Install a new fill valve like this one it should solve the problem.

My toilets in my house sometimes get sediment in the filler valve. I have fluidmaster valves in my Kohler toilets. If you turn the plastic cap on top of the valve clockwise it will come off in your hand.Do this very carefully with water supply on & immediatly put it back on.This will allow it to flushout sediment from the valve. This I do probably atleast once a year and it fixes the problem. If your not ready it will spray water on your ceiling so keep the cap right over the valve and block the spray with your hands.I admit it sounds cheezy but it works if your careful.hope this helps.
