Mineral spirits was recommended to remove paint off of staircase to bring back it's originality. Not exactly sure how to use mineral spirits or even if it's the right thing to use.

Mineral spirits won't do anything to cured paint but clean the surface.
This is one instance where I'm going to suggest a product I have not used, but have heard good reports on - Peel Away 7. It is quite expensive, compared gallon to gallon with other products, but is touted to remove multiple layers of paint, leaving the bare wood for you to do with as you wish.
