Gas and Oil Home Heating Furnaces - heat pump not cooling

After I tried to turn on my house A/C I noticed that only the inside fan (through the vent register) was working. No cold air was comming out of the vent. I have check the circuit breakers (inside the house and outside near the A/C unit) and they are fine. I noticed also that the fan outside was not turning.
Can anybody please tell me how I find out why I'm not getting cold air out of my heat pump? Thanks

It sounds as though the fan that you see running through the vent may be a "booster" fan to improve air to the vent that you are looking into. (Most systems do not have them.)

It appears that the system is dead electrically. Retry the breakers again. The control circuit is usually on the air handler or furnace circuit. (To reset a breaker push it firmly to the OFF position, then turn it back ON.)

Anything beyond that will take tools and knowledge to find and repair.

Are you talking about looking through Furnace Vent inside or feeling air coming out of supply air vents/registers?

Can you hear if outside Condensing unit Compressor is running w/o fan turning.Buzzing sound or total quiet?
