I want to build a bilevel deck. There will only be a few feet in elevation between the two. The reasons for the two levels is to match two different doorway elevations. The elevation of the upper level is high enough that I can put the ledger beam against the house siding, above the top of my house foundation. The elevation of the lower level however would require that I attach the ledger against my concrete house foundation. Can I do this and should I do this. I have thought about using a power assist hammer but I am afraid that the concrete is too hard. The deck will over top of a concrete patio so I have thought of putting supports on the concrete.

Can anyone help me out with experience or a recommendation.
