The question too general to get an accurate materials list/cost estimate.
Is the deck surface 5" off the ground? or......is the bottom of the joist or girder 5" off the ground?
What kind of handrail will you use? Will you have a handrail at all?
27' x 17' = 459 sq ft of decking.
