We are starting to redecorate a house built in the late 1930's. The previous owners hung wallpaper in the bathroom and it is sagging terribly despite the fact there is no bath tub or shower. I looked underneath the sink and peeked under the wallpaper and found this tar-looking stuff. It reminds me of a roofing shingle. I've noticed it's not a smooth coating of whatever this substance is because the wallpaper is bumpy. The previous owners were obviously trying to quick-fix the walls. Anyone know what this stuff under the wallpaper is, and what do I do to remove it? Or should I just hang something like drywall over it and start over?
