We have very high ceilings (up to 26 feet high) and the builder put wall paper up one wall to the very top. What are my options? Can I paint over the wall paper? Should I remove it first, then texture, then paint? The wall paper is very faded and stained from grease and dust.

Strip the paper first. How? check your local hire outlet and see what folding towers that they have available.
Either that or a ladder!
