I want to paint an armoire which has been painted before. There is only one layer of paint on it. There are some sections where someone tried to sand off the paint and some sections that look like someone tried to strip paint (but not fully stripped). Can I just paint over this after applying a primer?

Any parts that weren't sanded should be. In the pcase of teh area that was partially stripped, care should be taken to smooth this out - any lumps, edges, etc. that you can feel with your fingertips will show up like a neon sign under a fresh coat of paint.
After sanding, wipe clean, prime (I suggest two coats), sanding lightly after each) and then paint.
