Building a 12x20 deck on a "starter house" that I'll probabaly live in for no more than five years. How much more would it cose to use "synthetic" decking instead of 5/4, and is it worth the cost? Also, do you use the Trex for only the decking and railing, and wood for the frame, or what?

If I were building a deck on a house I was only going going to be in for 5 years, i would build it very strong and with wood. With artificial materials, you do not know what it is going to be like in 5 years. You would hate to lose a sale on your home because of the deck.

I thought that recycled plastic decking was supposed to last forever, and add value to the deck???

In answr to the other part of your question, Trex and the other composites that are available are for decking and railing only, NOT the structural support of the deck.
