i am building a 20'x20' low-level deck (about 2-3 feet off the ground), i am trying to figure out the amount of footings i will need and what is the spacing of these footings. local code calls for them to be 36" deep but can someone advise me of my spacing needs?

You must be in an area where it gets pretty cold for the footings to be 36" deep. The spacing between the piers (parallel with the deck boards) will be determined by the size of girders you will be using. How far apart the lines of piers need to be will be determined by the size of joists you will be using. Check back with your bldg. dept.
