Place the spindles on 5" centers.
Or if prvicay is also an issue....try using 5/4 in a vertical orientation and alternate them on either side of the 2x4 like a privacy fence. Space them 4" between each board.

Try your library for books on building decks, also look for some videos there. I use a local library that is a branch and they have a pretty fair selectin of books and a couple of videos. Also check your local building codes for what is allowed for railings.
