I would like to try out some textured paint in a wallpapered entry. Can I paint directly over the wallpaper if I first prime/seal with KILZ ( original oil-based)? Tha paper is in good shape, well-adhered . just very ugly. I'm sure this question had been asked before so thanks for your patience!

Your right to use an oil based primer. Once you have done that you can use a latex paint in any form. Be sure that all the wall paper is attached very well to the wall. If any is loose it will lift fully in that spot.
