I am priming/painting a ceiling that has had popcorn scraped off of it. The surface remains dusty despite numerous cleanings. Any ideas on creating a stable surface? Will a thick nap roller and a good primer "tie down" this dust/chaulk? Will a surface conditioner work (many paint companies make an exterior conditioner that ties down chaulking masonry surfaces)?

There may be products, I haven't used any for that purpose. I would rather you dry mopping the ceiling with water and a sponge mop before proceeding. Tiny particles of texture are one thing, dust is something else.
