I need to paint my textured ceiling. However, cobwebs and dust are everywhere on the ceiling! Besides a wet sponge, is there a certain chemical I should use? or just water?

Typically just warm water and a sponge mop will do. If it's in the kitchen area or if you suspect contaminants may be there (nicotine for instance) you should use either TSP and rinse, or ummm let me think... I believe Sav-O-Gran makes a cleaner for paint prep that needs no rinsing, but you should wipe it off with a damp mop after cleaning anyway.
