Walls and Ceilings - water leaking down the wall....help!!

This is a new construction two story house. There are two leaks. Sometimes when it barely rains water comes in, other times it can be a downpour and no water. No leak when snowing or when snow melts. I think I've determined that it depends on the wind direction/angle of the rain. The first leak is basically in the mid section of the house on the back wall, in the living room. It is a fixed window 80 inches tall by 36 inches wide. The siding is wood composite (the engineered stuff...masonite?) with a composite roof. Water comes in where the window frame and drywall meet at the top of the window which then drips down onto the sill and floor. I thought it was the window at first, but I took a garden hose to it and could never get water to come in. This window is on the first floor and faces east. Enough water can come in to soak a large bath towel or two if it rains all day.

The second leak seems the same(its a single hung window)....it is on the second floor with a north window (this room is not directly above the living room, so I think its a completely different leak). I haven't been able to get a garden hose to reach it, so I can't say for sure that its not a faulty window.

Our builder is worthless....I've been complaining for 8 months and have no solution. He just sends painters out to try to figure the problem out and they say they can't find anything. Short of suing him (which I am contemplating) I don't expect any help from him. I still have four months left of warranty, but I heard he has a two year backlog....(I wish I knew this a year ago). So, its up to me to try to find where the water is coming in at and fix it. I have no idea where to look (where the roof and wall meet, the exterior wall???) and what to look for. I would hire someone, but I don't know any reputable workers and after this experience I am very doubtful. I would appreciate any suggestions.

I presume that your state has a contractor licensing board.
Contact them, and file a formal complaint.
Contact your Better Business Bureau, and file a complaint.
And last but not least, contact an attorney to write this jerk a letter threatening legal action, and have the attorney copy him with your complaint letters, all in one fell swoop.
I guarantee that you'll get his attention.
There is no excuse for this, and do NOT tolerate it.
If he doesn't correct it RIGHT immediately, sue him personally for damages, legal fees and expenses, and stress.
(We used to call this "bringing smoke" [aka calling in artillary].)
Obviously, this crook needs some. There is no excuse for this, except some jerk trying to rip you off, and blow you off.
