Standard recommendations for interior plaster or stucco over concrete block are the joints should be struck flush and the block unpainted. Either is still possible, but not without real effort and educating yourself about plaster and plaster systems. One way: sand, apply bonder, portland cement stucco skim coat to plumb, gypsum plaster base coat, keens cement or white coat. Other solutions exist but it's up to you to choose.

If you choose: from http://www.usg.com download the "systems manual" and related manuals in PDF format (requires Adobe Acrobat Reader). The plaster site "for dummies" is http://www.masterofplaster.com Various interior stucco finishes effects plus products http://www.interiorstucco.com

A texture coating may produce the effect you're after with a lot less work and expense. Bondex http://www.bondex.com produces both a smooth and rough texture coating. Either can be "manipulated" after application to achieve various effects.
