I'm trying to affix a wooden coat rack to a wall in a New York City apartment. The wall appears to be painted plaster over brick. My local hardware store sold me lead anchors and a masonry bit. When I tried this, the lead anchors just pulled out of the wall with mininal force. What am I doing wrong?

I don't know what you're doing wrong but ask yourself these questions: is the lead anchor at least 1 1/2" long, is the screw just as long and sized to the anchor, is the hole straight and of the proper size for the anchor. If needed switch to masonry screws. One brand name is Tapicon.
