I removed the old wallpaper from our hall with DIF and put up a liner, then I wallpapered. A few days later the wallpaper and liner came loose in some areas. What should I have done? I did not resize the wall after I removed the original wallpaper.

Thats your problem!!
If the walls were pourous (unsealed) then the wall will soak up the paste from the paper....And come unstuck.
You can soak the loose section 2 or three times,peel away,repaste and stick back..Good luck!!
