Can I install new ceramic tile over existing tile in the tub surround and, if so, what preparation work should be done beforehand?

Hey philyvr,
Yes you can provide they are in great shape (no cracks, or movement of any kind, especially near the tub, no missing grout, etc, etc.)
You will need to make sure they are sparkling clean and free from any soap, debris, dirt, etc. (A good quality tile cleaner, a stiff brush, and elbow grease should solve that).
You can set the tile with (as John calls it) "the best super-dooper flex thinset you can find" It should cost you about 25 - 30 bucks per 50lb bag (at least) You can then use conventional polymer/latex modified grout for your grout joint size. (i.e. up to 1/8" ; non/unsanded , 1/8" or larger ; sanded)

Hey Rich,
Thanks for the info. The tiles and the grout are in great shape, actually, but they are unsightly so I'm now looking forward to starting the job.
Regards, Phil
