When replacing old duct tape on my HVAC system, should I completely remove the old, only remove the dried sections or just tape over the old with new?

If the old duct tape was cloth backed, this may not be the best tape for your application. This type of duct tape will tend to degrade and fall apart over time. I would use a metalized duct tape (aluminum foil) for taping joints, etc.
The more of the old tape you get off the better, especially if there is more than just the adhesive remaining.

Thanks for the information. Just another question. As I remove the old tape, the plastic around the line tears. Should I leave that? Also, how do I know if the tape is aluminium or cloth. I bought some that says it's "Code Approved" but it looks like cloth. I also have some tape the is obviously metal but I'm not sure it's flexible enough for the job.

should have what you need.They sell two types and it does look just like shiney alumimnum.It is either smooth or is rough with threads running thru it.The smooth is the better.Do not tear plastic and MAKE SURE you wipe or clean dust and dirt off of duct before wrapping it.PDF
