I am looking at plans that have a 17' ceiling from the entrance foyer straight back and through the Great Room ,with the Great Room being 14'-19'. How much does this high ceiling increase a heating bill over a conventional 8' ceiling? How much does this high ceiling increase air conditioning cost over a conventional 8' ceiling? I know about placing ceiling fans in the Great Room, but you still have to heat the entire thing, so I am asking my questions minus the ceiling fan portion/suggestion. The heat would either be propane or electric. Thanks.

It's not much different than heating two rooms with an 8 and a half foot ceiling. Not sure you would want the thermostat in the Great Room tho.

Great room with that much height, probably has more glass than normal. Have a heat load calculation done. That will answer your question and you'll have the right amount of heat and a/c.
