I have decided to keep the paper backing on my walls from previously stripped vinyl wallpaper. What do I need to do to prepare the walls before I paint. I have sanded any overlapped seams and the wall looks good. I would like to secure the paper near wallplates etc.. What do I use to seal these areas?

First you need to be sure the backing won't come off at all. If getting it wet doesn't affect it then you may be safe in priming it with a sealing/bonding primer. Do keep in mind that primer and paint are wet and the last thing you want is to strip the backing once you've primed a whole wall. As for your plug & switch plates. Remove them and if the paper is loose, remove that also. Vinyl-over-vinyl adhesive may hold, but it's always advisable to remove any loose paper before painting.
