I recently tore vinyl wallpaper, which had been hanging for ten years, from my dining room wall. The paper backing did not come off. Do I need to remove that before I wallpaper. I do not plan to use vinyl.

If the backing is sound with no blisters/bubbles and no overlapping seams then you can paper over this and all will be fine. If the there are "gaps" in the seams..These will have to be filled.
In some ways it acts in the same way a lining paper does. If however it does not conform to the above then it is best stripped.
