I am looking to decorate our powder room. It's rectangular is shape with a 9' ceiling. Would I paint/wallpaper the lower half, then border, then a different wall paper/paint and then border again at the top? Maybe chair railing in the middle? I'm concerned the room will look too tall if I don't do something at the top. Thanks

A good way of bringing down a ceiling height is to fix a picture rail about 18" from the ceiling and paint the rail and the 18" gap along with the ceiling,all in brilliant white....This idea is taken from the Georgian period and really looks affective.
You can still place a border at chair rail height if you wish......Hope this helps.
ps: This design looks even better with traditional "egg and dart" plaster coving.
