I have old double-hung windows which are too high to clean (four stories) and don't operate properly. I've heard of some inserts for the window frames, into which you slide your old sashes, which convert the windows to tilting windows and improve air-tightness. Do they work and where can I find them? I have a historic home and wavy glass panes so I do not want install replacement windows.
