I'm trying to remove old wallpaper. The top layer came off fine. Working on the paper/glue layer, there is a white vinyl-like layer under it which is sometimes sticking to the wallpaper and stripping off with it, with a consistency almost like cling wrap. Other times the white layer is completely stuck to the wall and the paper layer comes off. It's a mess. Can I paint over it anyway once the paper part is stripped off, by sanding or something, or is there a way to strip it all? Under it all is very cheap paneling.
