I hired a painter he used an oil primer on my ceiling and hall, he also used 2 coats of latex satan. but we still had streaks, so he put a skim coat on. gave it 2 coats of satan latex. now i have waves and fish eyes(little holes). what i would like to know is, what do i have to do?
do i have fill the holes with drywall compound?
or do i just prime it and finish it with a flat latex coat?
and the patches on the wall do i have to sand them prime
them, then paint? or what?
also can you tell me how streaks are made, and how can i prevent them in the future if i decide to paint it.

At this point I would fill the "fish-eyes" with joint compound and try the flat paint, I don't understand why the skim coat, unless it was to smooth rough walls. When filling the fish eyes, use a 6" taping knife and fill the holes and wipe ALL the mud off the wall, leaving it only in the holes, lightly sand when dry and paint, if it is just tiny fish eyes or pinholes you are fixing then no more primer is needed, just repaint.
You got the patches, except if you need to match any texture.
Streaks are caused by "dryrolling" or uneven rolling, un-stired paint, not boxing the paint (mixing all the cans of the same paint together), cheap roller, roller not the right size, could be a number of things.
