I have removed the wall paper in my living room without a problem.... walls are in great shape but are somewhat tacky! have washed them with diluted stripper and then with plain hot water but they are still tacky! Have also tried vinegar and hot water same results! I am planning on painting these walls.... any suggestions would be greatly apperciated

Go to your local paint store and get a box of TSP, this should remove any paste and other substance on the wall that will come off, if this does it I would suggest priming with a quality oil based primer such as kilz prior to painting, just to be safe.
