I'm moving into a home that has a bright blue backsplash in the kitchen. Made of a formica-type laminate. How do I go about painting it to change the color. Could I even wallpaper over it?

Since formica is so easy to scratch after it is painted, I would suggest this site for the right type of paint and instructions:

For wallpaper I will suggest checking out R-35 from Sherwin Williams as a primer and possibly a vinyl over vinyl paste, it will be very hard to remove in the future however.
