I am planning to use a pre-pasted wallpaper border over top of pre-pasted wallpaper. Is there any special prep work I should do or is it preferable to wallpaper "around" the border (so the border is directly on the wall instead of on the wallpaper)?

Two methods that I know of.
Hang the wallpaper all the way to the ceiling. Use vinyl to vinyl paste with the border and apply the border overtop the wallpaper. The technique I use is to mist the pre-pasted border with water to activiate the factory applied pre-pasted paste. Apply the v-t-v paste with a spatula to the border. Book as normal. Hang the border. Clean the wall and any other areas with a wet sponge of any v-t-v paste.
Alternately I have heard you mark the wall where the border will go. Hang the wallpaper so that it goes into this area 1/4 or so. Hang the border paper per the normal instructions that come with the border. I have not tried this because it seems like a lot of work to make sure that I am trimming the wallpaper in the correct place. It also seems like it would leave a lumpy surface for the border paper. The guy at the wallpaper store claims this is the method he uses it his own home.
