Prep is simply preparation which can include sanding and/or priming the surface to be wallpapered. The primer should be a wallcovering primer such as shieldz or pro-bloc.

As for wallpapering over paneling, first you need to degloss (with a liquid deglosser) or sand the paneling. Then prime the the paneling with a good wallcovering primer. Depending on the depth of the grooves, you may need to sart with a liner, which is hung horizontily. After this has completely dried, it's usually best to prime the liner also before you hang you wallcovering.

I have papered over paneling many times and did not prep the paneling, just used a paste with the paper instead of the prepasted water method. It has worked everytime. Sincerely, Aydia
