I live in ohio in a house built from concrete blocks,the walls have no insulation and the interior walls are very cold to the touch,the house was built 50 years ago when insulation wasn't very important but high costs of fuel make it important now!What can I do to insulate it now?

Your options are limited. Blowing insulation into the cavities of the block would help, but only so much. Heat and cold will still be transfered through the solid concrete parts of each block. You are looking at adding faux walls to either the inside or to the outside and insulating there as well. You might also look into vinyl siding, and specifically at the ones that offer insulation that is shaped exactly like the siding (Themo Wall, etc.). These have a signicantly higher "R" value, as well as adding durability to the siding.
