I think I need more insulation in my walls. what is the best option for adding more insulation to an 11 y/o house with vinyl siding?

An 11 y/o house should have either R-11 or R-13 in the walls if they are 2X4 walls, or R-19 if they are 2X6 walls. In either case, the insulation fills the cavities between the studs. Adding more there is not an option, UNLESS that insulation isn't there. Installing more foam under the siding would be an option, but would probably be too expensive to be cost effective.
