My HotPoint oven has reccently started chugging or puffing while it preheats. The oven is only two years old. It seems as if the gas is plusing on and off rapidly. The ignitor remains lit during this time. The burners on the range seem fine.

What I suspect your hearing is a popping sound. It's caused by a burner set too lean and can also be caused by burner port restrictions. The popping occurs when some gas attempts to light at the air shutter, on the burner tube.

If you can see the flames thru the glass door, observe if all the burner ports <holes> are burning with a flame. If not, the holes <ports> will need to be cleared. If not this case, skip this.

You'll need to supply more detailed information.

Does this happen any other time after preheating?
You mentioned the glow coil remains on
but does the burner flames?
What else happens after preheating?
What is being done differently recently to cause the condition?
Does the oven work correctly otherwise?
