hello, i have an area with about 3 hours of direct and partcial sunlight.
What can you recommend for planting...
Would roses do well...
How about herbs and spices, flowers..etc..

Unfortunately, you won't be able to successfully grow roses, vegetables, most herbs, and many annual flower varieties in the spot you describe. HOWEVER, there are LOTS of shade plants that you can grow that generally can't survive in a full-sun garden!

Check out your local library; there are many books on shade gardening. I would also suggest you look into using some native plants to your area, there are many woodland plants that are rather exquisite and do quite well in the shade. There are now many books on gardening with native plants, I'm sure you can find some for your area. You can also request the many seed/plant catalogues that are out there; they usually tell the light requirements of the plants they offer.

Hostas and impantiens are great for shade.
