I will sonn purchase a nice dinning table that was just refinished with Formby's tung oil. I would like to recoat with something more protective that that. It will be used daily. Will polyuerathane cover okay, or does it need to be stripped? the wood is solid oak.

As a rule of thumb, you can probably recoat with poly after sanding the piece -no need to strip. BUT - that's not true with every manufacturer. Read the label on the can of poly before buying it - go on line to the manufacturers web site (if available) and ask questions. I know from experience that Minwax poly can be used in your situation, I've done it. But I can't speak for others.

All bets are off if you want to use a waterbase poly - you have to strip.
