What is the best time and way to do this?

Wait until after it has bloomed. Cherries bloom on last years growth, as it leafs out in the spring.
Alternatively, if there are some stems that you know you want to cut back, you can cut a few early in the spring and bring them indoors in a vase - they will make a nice display as they are forced open by the warm air. Don't prune it all, though, or you won't see any outdoor display this year.
