Is there a way to give newly, painted furniture that chipped paint look for effect?

As far as actually 'chipped', the only method I know of involves applying an oil base enamel without properly priming it and then chipping paint away.
For a worn or used look, the paint could be carefully abraided with steel wool and/or sandpaper - possibly even a file or rasp.
