My heated/cooled garage/workshop has no drain and water will pool on the floor during the winter months from melting snow. I want to raise the one section of the garage floor by laying down a two inch slab (2Hx30Dx24L). I want to join this slab to the existing slab and seal the joint with a concrete epoxy. Question: Is the best way to effect the join between the two slabs to drill holes into the existing slab, insert rebar stubs secured with cement epoxy and then spread on the new slab?

I think you're describing a concrete overlay or topping. Before proceeding know that overlays require more skill and technical knowledge than pouring or patching a slab would. Rebar is not used to bond the new and old surface. The surface is scarified by shot blasting or bush hammering then either a bonding agent or a sand a cement grout is applied just prior to the overlay. If you choose to continue search this forum for the keyword "overlay".

Is there some reason for excluding the idea of cutting a section for trenching and installing floor drain. The drain has more pluses than just during the winter months. It might be more physical work than an overlay but it's less demanding from the skill standpoint.
