Our home foundation is cinder block covered in cement. The problem is the cement is falling away and exposing the block. Does anyone know how to repair this so water will not leak in our basement this winter?

Consult a waterproofing contractor. Most likely: apply a waterproof membrane or asphalt type coating to the exterior wall and possibly regrading.
