In an attempt to spruce up a crusty medicine cabinet. I
1)treated the rust and old oil-based paint job with a rust neutralizer (acid), then I
2)put *latex* paint on top of that. Argh!
What was I thinking? It's a very unstable, cracked mess. I wonder if you know of any way to remedy/start over.

A lot of those rust inhibitors are not compatible with existing paint, creating a gummy like surface or will chaulk the paint surface, also the cabinet probably had an oil based paint on it, if it did latex will not adhere well when aplied directly on it.
Your best bet is probably going to be to strip the paint, the paint stores carry paint strippers, I use Bix, it comes with a spray bottle, read the instructions and follow closely, after stripping and cleaning, removal of rust, sand lightly with a 220 grit sandpaper, re-prime with a quality metal primer, you can use aerosol, then you can re-paint with your paint of choice, I would recomend an oil based or a latex DTM (direct to metal - found at quality paint stores) Be sure to read the label of the metal primer before useing latex.
