Can anyone provide me with tips on how to strip down to the drywall old cracking latex paint? Is there a solvent I can use that would make the job go faster without scraping and sanding?

There is not a solvent that is going to take the latex paint off easily, Goof-Off is formulated to remove latex splatters and mistakes (goof-ups) but will not work well on entire walls. I have never attempted to use chemical strippers on interior drywall and would not recomend doing so(some may be alright,read the label). What I would probably do in your situation is remove all loose paint with a scraper or putty knife being carefull not to damage the walls, and sand the etire walls (except bare spots) with a coarse grit sandpaper and again being carefull not to damage the drywall. I would then use drywall compound to skim out the walls smooth. Depending on the condition of the walls priming them may be nesasary before skimming to seal the surface. Re-texture if desired, prime and re-paint. If you are not familiar with mud tools then I would suggest hiring a pro for the skimming and texture.

For less than perfection, you can probably just scrape off the loose paint, clean well, reprime and paint.

I know this is not what you wanted to hear, but some jobs are not really as easy as we would like, sorry.
