IS IT O.K. TO PAINT SEMI-GLOSS OVER SEMI-GLOSS? ARE THERE ANY SPECIAL "RULES" I SHOULD KNOW ABOUT?

Yes you can paint over semi-gloss. Just don't paint latex directly on oil based paints and make sure you surface is clean. Here is the painting page you may want to read over for lots of tips, http://doityourself.com/paint/index.htm
