Can I install 3/4" oak boards over 5/8" particle board and 5/8" plywood subflooring?

I have done this with good results. No problems after 8-9 years. Make sure you get any floor noises out before you lay the floor and if there are any damaged areas of particle board, repair them with plywood.
Put down felt paper before you lay the floor.
The nails or staples you use to install the floor are 2" long and will penetrate into the plywood.

While you may be able to get away with it, industry experts like the National Wood Flooring Assosiation, Don Bollinger, et al do not recommend nailing a hardwood floor to particle board, as it does not give good purchase to the nails. Even if the staples go through to the subfloor, the length that is going through the p.b. isn't holding to much of anything. It's a much stronger method to nail it directly to the subfloor.
