when installing new carpet, i sometimes get bumps and humps here and there. how would i get it flat(without spending too much money cuz i'm moving soon)?

The carpet needs to be completely flattened. What you have is a carpet that is too large for the room. Go out and rent a knee kicker and stretch the carpet into place. Cut off the excess and secure to the tack strip.
