I'm getting ready to install carpeting in my basement, family room, and playroom. The basement has never leaked, and remains 30% humidity. Is a heavy berber carpeting installed over good padding the best choice, or an indoor/outdoor carpet with or without padding a better idea?

Your Berber/padding choice is the best way to go. Installing commercial carpeting directly over concrete will change the look but not the feel of the floor.
Berber is one of the toughest styles around and along with a good underpad will change the look and feel of the rooms.
