My television has blobs of color on the screen AFTER it is turned off. I have heard this is potentially dangerous, is this true? Or what is the problem?

You didn't tell us what kind of set this is and how old it is. But, the condition you are seeing is more common to the older sets. In order to make the sets "Instant On", the filaments in the picture tube remained on all the time while the set was plugged into the wall. When you turn off the set, the high voltage on the screen of the television remains for a period of time as it "bleeds off". These voltages are usually from 25-45,000 volts. It takes a couple of hours for this voltage to bleed off.

So, you turn off your set, you still have filaments in the picture tube, you still have high voltage for a time, and the picture tube will display a random electron emission to the screen to give you a "blob of color" for a short time.

The dangerous part is the filaments remaining on. Manufacturers of television sets no longer allow these voltages to remain because they are a fire hazard. So, all newer sets are no longer "Instant On".
