I would like to know the procedures needed to regrout existing tile.

Hi Todd,
Wall tiles and floor tiles are different (different types of grout), but generally you must remove enough of the old grout to create a trough for the new grout to go.
On wall tiles, I use a utility knife and a large pack of blades. Rake the grout down to the spacer lugs, dust the wall off and install the new grout.

You can also buy a grout removing saw like tool at Home Depot
