I'M LOOKING FOR INFORMATION ON HOW TO DO CUSTUM PAINTING AND GLAZING OF FLOOR TILE AND THE DURABILITY OF THIS.

For permanency you would need a kiln and a course in ceramics. It was a long time ago for me, but reglazing can be done. The problems involved are many but the main one is it's impossible to guarantee that a refired piece will not crack in the kiln. In the paint line you could try some of the tub and tile refinishing products, but I can't speak for their durablity on a floor surface.
