I am looking for ideas for repairing the area cutout between the shingle tabs on the first row of shingles at the drip edge. The felt paper is worn away and I can see wood and the top of the drip edge between the shingle tabs.

sounds like someone didn't put down a starter row of shingles first. You'll probably want to pop that first row loose so that you can stick a starter row under there.
In your case, you will probably want to take a 3 tab shingle, cut about 3-5" off the bottom of the tabs... turn the shingle so the tabs are facing up, and shove the shingle under the first row until the shingle lines up with your drip edge. This way you will see the top half of a shingle in between your tabs instead of felt/wood. This is the way it should have been in the first place.
The end joints in this starter row of shingles should be hidden underneath the center of a tab on your first row.
